ORDINANCE 2014-15 AN ORDINANCE AMENDING THE PAY SCALE FOR UNIFORMED PERSONNEL OF THE CITY OF ALMA, ARKANSAS POLICE DEPARTMENT. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF ALMA, ARKANSAS: Section 1. In order to maintain a consistent, equitable pay scale for the uniform personnel of the Alma Police Department, the 2014/2015 Pay Scale attached hereto and incorporated herein by reference, shall be adopted as the official pay scale for all personnel of the Alma Police Department effective December 21, 2014. It is not the intent of this Ordinance to increase the compensation of Police Personnel, but to restructure the pay of those personnel. Section 2. In order to protect the citizens of Alma and continue the uninterrupted affairs of the City, an emergency is hereby declared to exist and this Ordinance shall take full force and effect immediately upon its passage. CITY OF VAN BUREN, ARKANSAS ORDINANCE NO. 16-2014 BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN, ARKANSAS, AN ORDINANCE TO BE ENTITLED: AN ORDINANCE LEVYING (RENEWING) THE MILLAGE TAX FOR THE CITY GENERAL MUNICIPAL PURPOSES AND FOR THE PUBLIC LIBRARY PURPOSES FOR THE YEAR 2014; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, the City of Van Buren, Arkansas, is duly incorporated under the laws of the State of Arkansas, with all powers, authority and duties of a city of the First Class; and WHEREAS, the purpose of this Ordinance is immediately necessary for preservation of the health, safety and welfare of the inhabitants of the City of Van Buren, Arkansas, and an emergency exists which requires that this Ordinance become immediately effective and in full force and effect; and WHEREAS, the City of Van Buren, Arkansas, must have funds for its municipal operations, and can only obtain the requisite funding to continue its current level of services to its citizens by renewing the levy of a 2 mill tax on real and personal property, for the general municipal purpose of the City, and by renewing the levy of a 1.4 mill tax on real and personal property tax for the Van Buren library maintenance purposes. NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN, ARKANSAS, THAT: SECTION 1: The rate of all real and personal property in Van Buren, Arkansas, for the year 2014, for general municipal purposes under the authority of Section 4, Article XII, of the Constitution of 1874, of the State of Arkansas, be, and the same is hereby affixed at 2 mills on the dollar of the assessed valuationof all real property subject to taxation in the City of Van Buren, Arkansas, for the year 2014, for general municipal purposes. SECTION 2: The rate of all real and personal property in the City of Van Buren, Arkansas, for the year of 2014, for the maintenance of a City Public Library, under the authority of a vote of the people of the City of Van Buren, Arkansas, and the City General Elections held on the 7th day of April, 1942, (1 mill) and the 8th day of November, 1994, (.4 mill), be, and the same is hereby affixed at 1.4 mills on the dollar of the assessed valuation of all real and personal property subject to taxation in the City of Van Buren, Arkansas, for the year 2014, for the library maintenance purposes, subject to the provisions of Act No. 848 of 1981; the same being "adjustment or rollback of tax rates due to increase in aggregate valuation of taxable property." SECTION 3: A Certified Copy of this Ordinance shall be filed in the office of the County Clerk of Crawford County, Arkansas, in order that the Quorum Court of Crawford County, Arkansas, may include the same in the general levy of the year 2014 and cause the same to be extended upon the tax books and collected as required by law. SECTION 4: This Ordinance being immediately necessary to obtain revenue to pay expenses of the City Government for the City of Van Buren, Arkansas, and necessary in providing for the immediate preservation of the public peace, health, and safety, an emergency is declared to exist and this Ordinance shall be, take effect, and be in force after its passage and publication. Ordinance No. 2014-14 AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND TO AUTHORIZE THE PURCHASE AND INSTALLATION OF A SUPERVISORY CONTROL AND DATA ACQUISITON SYSTEM (SCADA). WHEREAS, A.C.S. 14-58-303 et. Seq. authorizes the City Council of a First Class City, by Ordinance to waive the necessity of competitive bidding if exceptional situations exist which would make such a procedure unfeasible or impractical; and WHEREAS, the City of Alma desires to install a SCADA system at it Water Treatment Facility. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF ALMA, ARKANSAS: SECTION 1: The City of Alma desires to install a supervisory control and data acquisition system at its water treatment facility to improve operations. SECTION 2: The City of Alma Water Treatment Facility operates with a proprietary control system that will only communicate with equipment of similar architecture. Therefore, the City of Alma Water Department is hereby authorized to enter into a contract with Calibration & Controls, Inc. for the purchase and installation of a SCADA system at a cost not to exceed $44,000.00. ORDINANCE 2014-12 AN ORDINANCE SUBMITTING THE MILLAGE RATES FOR THE YEAR 2014 TO THE QUORUM COURT. WHEREAS, the City of Alma must submit the millage rates for the year 2014 to the Quorum court before their November meeting; and WHEREAS, the City of Alma has the option to increase its millage rate up to the full five mills, in both personal and real property as a result of the millage rollbacks currently being assessed. NOW THEREFORE, BE IT RESOLVED that the rates shall be 3.5 mills on personal property and 3.5 mills on real property. ORDINANCE 2014-16 AN ORDINANCE AMENDING ORDINANCE 87-10 REGARDING THE PAY OF MEMBERS AND STAFF OF THE ALMA PLANNING COMMISSION. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF ALMA, Section 1. Due to the complexities of issues that come before the Alma Planning Commission and the amount of time required of members and staff of the Commission, an increase in compensation to Commission members and staff is warranted. To that effect, Ordinance 87-10 is hereby amended to reflect said increase in compensation. Section 2. Commission members shall hereby receive compensation in the amount of $25.00 for each regular Commission meeting they attend and $25.00 per meeting for each special called Commission meeting they attend. Further, the Secretary/Treasurer of the Commission shall receive $100 per month for his/her duties. Section 3.
